In the interest of helping the people of Japan escape the Tyranny of the Military Officer Corps that has a stranglehold on the Country's power and Emperor, Scandinavia, using its new Zeppelins will begin to secretly send large amounts of funds to Japanese Pro-Republic /Constitutional Monarchy rebels. In exchange for this, Japan, if the rebels are victorious, will join Scandinavia as an equal partner nation. The funds transfer should only take an in-game day or two, and the rising up of the Japanese populace should take 3-4 in game weeks (3-4 real-life days).
